2002 Pentagon memo guided 9/11 remains disposal

(AP) ? The disposal of human remains from the 9/11 attack on the Pentagon, including the incineration and dumping of some portions in a landfill, was based on high-level Pentagon instructions, the Air Force's top general said Wednesday.

Gen. Norton Schwartz, the Air Force chief of staff, told reporters that the actions taken by the mortuary at Dover Air Force Base in Delaware were based on written guidance issued in March 2002 by David Chu, who was the Pentagon personnel chief under Defense Secretary Donald Rumsfeld.

Defense Secretary Leon Panetta directed that the families be briefed on past practices of remains disposal.

Pentagon Press Secretary George Little said Wednesday the briefings would be offered "within the next few weeks."

"We intend to make the facts about that past policy known to the loved ones of those who died," Little said, noting that in 2008 the practice of disposing of remains in landfills was ended.

Chu did not specifically mention dumping incinerated residue of 9/11 remains in a landfill, but his words might have been interpreted to allow that final step.

The Pentagon released a copy of the Chu memo, which was addressed to Thomas White, the Army's top civilian official at the time. The Army oversaw the Air Force's mortuary activities at Dover and elsewhere.

Schwartz said he only became aware on Tuesday that some portions of remains were dumped in a landfill.

"To the best of our knowledge at this moment in time, we followed those disposition instructions" from Chu, Schwartz said. He added that "there is a requirement for us to validate that that is the case."

The Chu guidance did not mention disposing of any remains in a landfill. It said unidentifiable remains that were mixed with fragments of "non-biological material" from the attack site were to be "treated in the same manner as any biological tissue removed for surgical or diagnostic purposes (i.e. disposition by incineration)."

That appears to leave open the question of whether disposal in a landfill was permitted.

Chu, who is now president of the Institute for Defense Analyses, a federally funded think tank, did not return a call seeking comment.

The disposal issue came to light Tuesday when the head of an independent panel, retired Gen. John Abizaid, released a report that assessed management problems at the Dover mortuary. His work was triggered by revelations last fall about the mishandling of remains of American war dead at Dover in 2010.

The Abizaid report mentioned in passing that the practice of dumping of some portions of remains in a landfill began shortly after the Sept. 11, 2001 terrorist attacks. The report said several portions of unidentifiable remains from the Pentagon attack and the site of the hijacked plane that crashed near Shanksville, Pa., were cremated, incinerated and dumped in a landfill.

Asked about the Abizaid report on Tuesday shortly after its public release, Schwartz and Air Force Secretary Michael Donley said it was the first time they had heard of 9/11 remains being disposed of in a landfill.

At a previously scheduled breakfast interview with reporters Wednesday, Schwartz said the Air Force overnight had unearthed the Chu memo. He also said the Air Force determined that no remains from the Shanksville site were handled by the Dover mortuary, "as best we can tell." He added that the Air Force would endeavor to "nail down" with certainty that Dover dealt only with remains from the Pentagon attack.

Schwartz said it was still unclear how many remains portions from the Pentagon were incinerated and dumped in a landfill.

Chu's instructions in March 2002 spelled out how to handle three categories of remains from the Pentagon.

It said those remains that could not be positively associated with an individual, and that were known not to be remains of the hijackers, should be cremated and presented to the superintendent of Arlington National Cemetery for burial. This category also included portions of remains that were positively identified as being from a person whose remains had already been released to that person's family, so long as that family did not want to take possession of the additional portions.

Also, Chu directed that remains positively identified as those of the hijackers be transferred to FBI custody.

The final category described by Chu was those mentioned in the Abizaid report as having been incinerated and placed in a landfill. These remains that could not be identified and were mixed with fragments of "non-biological material."

The dates on which remains in the final category were incinerated and sent to a landfill are unknown thus far.

The Abizaid report included a brief reference to two other memos. One, dated July 25, 2002, appeared to be follow-up correspondence from the acting director of the Army's office of casualty and mortuary affairs about disposing of unidentifiable remains. The other, from an Air Force outfit, was dated Aug. 7, 2002 appears to be a similar follow-up note.

In June 2008 the Air Force halted the practice of disposing of incinerated unidentified human remains in a landfill. Since then it has put the remnants in an urn and disposed of it at sea from aboard Navy or Coast Guard ships.

Remember that Nokia PureView tease from a few days ago? Well, suddenly it all makes sense. We are indeed looking at an imaging flagship phone and a true successor to the N8. It's called the 808 PureView and it's expected to reach Europe in the next quarter for a price of 450 Euros. Before we move on to its craziest feature -- the camera, of course! -- let's run down the other key specs: The OS is Symbian Belle; the engine is a 1.3GHz single-core chip; the display is 4-inches corner to corner but its resolution is a Nokia-style 360 x 640 (nHD). There's 512MB of RAM and 16GB of on-board storage that is thankfully expandable via microSD. A Pentaband modem increases the chances of getting a signal while globe-trotting, while data speeds will top out at plain HSPA 14.4Mbps. Now that Carl Zeiss-lensed camera: it handles continuous-focus 1080p, but is claimed to have an incredible sensor resolution of over 41-megapixels when shooting stills -- or 34-megapixels for 16:9 images. It uses some clever interpolation jiggery-pokery that condenses four or five pixels into one pixel, to produce a smaller file size for the output image. Many companies also offer business lease contracts. Business contracts are ideal for companies who want to use a vehicle(s) for a period of between twelve to sixty months for the purposes of business operations or errands.

This can come with the option for maintenance benefits such as tire repair and relief cover in the event of a breakdown which is a valuable guarantee for any business. For this type of contract the vehicle remains the property of the leaser. Some lease companies are flexible enough to allow lessees to decide on the way the lease payments are calculated monthly.

Cross border leasing arrangements are available from some large companies too. This is an option for the vehicle to be leased to someone in another country. It is common in European countries where there may be benefits due to differential taxation of assets across the various countries.

Loan payments are normally considerably higher than Leasing Fees for vehicles of identical make and plate. This alone makes leasing appealing for many people. Couple this with less strict qualifying procedures and optional advantages, and the result is a fast growing sector in many countries, where leasing is becoming more popular and in demand.

No. 3 star -- Mark Hunt: Between 2006 and 2010, Hunt suffered six straight MMA losses. It was not a reach to think he wasn't going to make any waves in the UFC's heavyweight division. Things changed in 2011, as he took out Chris Tuchscherer, Ben Rothwell and now Cheick Kongo. One thing is clear -- the 37-year-old from New Zealand is not done yet.

QVC growth boosts Liberty Interactive

Liberty Interactive Corp. said Thursday that its operating income rose 3 percent as sales from its home shopping network QVC increased.

Liberty Interactive, which is controlled by media magnate John Malone, owns or is invested in several other companies, including a 34 percent stake in shopping site and TV channel HSN Inc. The company split off from Liberty Media Corp., which owns the Starz cable network and the Atlanta Braves baseball team, along with stakes in other companies, in September.

The Englewood, Colo., company also said Thursday that it was splitting the company's stock into two "tracking stocks" to give its investors more choice. One of the stocks will follow QVC, Liberty's stake in HSN and other websites. The other stock will track the company's Liberty Ventures business, which invests in Time Warner and Time Warner Cable, travel sites Expedia and TripAdvisor and several other companies.

Liberty Interactive said that operating income in the October-December period was $408 million from $396 million in the same period in 2010.

Revenue grew 7 percent to $3.08 billion from $2.89 billion. Analysts expected $3.03 billion.

QVC's U.S. revenue increased 4 percent to $1.8 billion. International revenue grew 7 percent to $857 million.

Shares of the company's Series A stock rose 57 cents, or 3.2 percent, to $18.54. The company's Series B stock has more votes per share, is thinly traded and held by fewer holders.

Given this official move towards becoming a video provider in America's heartland, we'd say those conversations must have gone fairly well. Either that, or the folks in Kansas City will be watching a whole lot of YouTube's new niche content.

Nintendo?s 3DS is making serious inroads after a soft launch, and Sony runs the very real risk of seeing history repeat itself. To date, Nintendo has triumphed against every handheld competitor to challenge it since the Game Boy launched 23 years ago. We can?t predict how the Vita/3DS battle will turn out just yet, but we can certainly look to history to see how Nintendo has consistently triumphed over its impressive competitors.

1989: Game Boy

Shortcomings: The Game Boy was almost laughable from a hardware standpoint. Its puny processor was more than a decade old at launch, and its screen felt like a throwback to the ?70s, too, offering no color support but rather a paltry four shades of grey on a cheap LCD so prone to ghosting and blur that it rendered many action games nearly unplayable. Atari?s impressive Lynx arrived almost simultaneously with Game Boy, rendering Nintendo?s handheld practically obsolete from day one.

Why they didn?t matter: Nintendo?s design philosophy rendered many of the Game Boy?s perceived flaws into strengths. That weakling of a processor and mess of a screen allowed Nintendo to sell the system for about half of what the Lynx cost, and its battery life was extraordinary. On top of that, Nintendo was at the pinnacle of its NES-era popularity in 1989, and the mere opportunity to play games like Mario, Castlevania, and Mega Man on the go was profoundly motivating. Plus, Game Boy had a killer app in the form of Tetris. Game Boy games weren?t often truly great ? but they were certainly good enough.

1989: Lynx

Strengths: Atari?s Lynx arrived mere days after the Game Boy and, technologically speaking, blew it away. It boasted a vivid full-color screen with proper backlighting, beside which Nintendo?s pukey-looking graphics paled. Behind that screen was an impressive array of hardware, including a beefy processor and a fast 16-bit graphics chip, putting it nearly on par with the TurboGrafx-16. On top of that, Lynx featured an innovative ambidextrous design so that both lefties and righties could play it comfortably.

Why they didn?t matter: With great power comes great responsibilities, and Lynx failed at living up to its demands. It cost nearly twice as much as Game Boy, and the hidden cost of batteries was even more significant: It required six AA batteries to run for four hours, where the Game Boy could run five times as long on fewer batteries. The system itself was massive and cumbersome thanks to some ill-advised focus testing. And perhaps most crushingly of all, Lynx wasn?t made by Nintendo, which meant its software library was filled with obscure games and dated arcade conversions. The sad thing is that Lynx probably would have done much better for itself had it been launched in a more timely fashion: Epyx developed it in 1986, but Atari sat on it for two years only to debut it head-to-head with Game Boy.

1990: TurboExpress

Strengths: The TurboExpress was nothing less than amazing. A compact and comfortable system, it was capable of playing TurboGrafx-16 games. Not ports, not repackagings; TG16 HuCard chips slotted directly into the system and played with few compromises aside from some difficulty with saves and the different resolution of its beautiful color screen.

Why they didn?t matter: Like Lynx, the TurboExpress was an incredible power hog, requiring as many batteries as Lynx for even less play time? and that was on top of its hefty $249 price tag (almost $390 in today?s money). The TurboExpress also had the misfortune to be tied to the TurboGrafx-16, a console that achieved very little success in the U.S. ? and outside the U.S., its popularity was largely tied to the TurboCD add-on, which wasn?t compatible with the handheld.

1990: Game Gear

Strengths: Game Gear definitely offered the strongest competition to Nintendo?s handheld hegemony until the PSP arrived. Compact and comfortable with a slick color screen and a solid library, Game Gear featured all the strengths of its fellow competitors but also backed it with the Sega name ? a true boon, especially in the U.S., where Genesis was eating Super NES?s lunch at the time. Another advantage: Gear Gear was essentially a scaled down Sega Master System, meaning existing games could easily be tweaked to run on the hardware and resold. It even had an optional TV tuner!

Why they didn?t matter: Unfortunately, as with Lynx and TurboExpress, Game Gear was hoist by its own petard: Its power and screen devoured batteries. While it never managed to overcome its thirst for power, by the time the system was retired it had moved more than 10 million units and boasted a library of nearly 400 games: A modest success.

1992: Watara Supervision

Strengths: Rather than trying to outdo Game Boy, this device by Asian manufacturer Watara took the opposite tack by trying to undercut Nintendo?s design. It was half the price and featured similarly low-power, low-cost components.

Why they didn?t matter: Supervision was too little, too late. With a paltry software library and even worse visual prowess than its competition, Watara?s effort appealed only to cheapskates and, these days, to aficionados of the obscure.

1997: Game.com

Strengths: In the twilight days of the Game Boy, Tiger Electronics launched the Game.com, which offered enhanced black-and-white graphics and far more power than Nintendo?s aging machine. It sported a touch screen (a first!), and Tiger pursued aggressive licensing (presumably carried over from its simple LCD games) to bring PlayStation hits like Castlevania: Symphony of the Night and Resident Evil to the system.

Why they didn?t matter: Game.com looked good on paper, but it was either a giant train wreck or too far ahead of its time, depending on how kindly disposed you are to it. The hardware proved to be grossly underpowered for the games it aspired to run; Sonic and Resident Evil were downright disastrous. The system felt flimsy and insubstantial, and its touch screen was strictly used in conjunction with its PDA elements, which were ill-conceived and not particularly useful.

Rolling rocks hint at strong quakes on Mars

Scientists have found evidence of relatively recent quakes on the surface of Mars by studying boulders that fell off cliffs, leaving tracks behind.

Geologists see signs that seismic shocks as powerful as magnitude-7 quakes on Earth have rumbled on the Red Planet recently, and such "marsquakes" could be a good thing for the search for life on Mars.

"The fact that Mars is geologically active means that it may offer geothermal power, subsurface liquid water, and extant life," Robert Zubrin, a rocket scientist and president of the nonprofit Mars Society, told me in an email.


The study that's getting Zubrin's juices flowing appears in Thursday's issue of the Journal of Geophysical Research-Planets.

A research team led by Gerald Roberts, a geologist at the University of London's Birkbeck center, charted ruptures in the Martian crust and the trails left behind by dislodged boulders, as seen in high-resolution images from NASA's Mars Reconnaissance Orbiter. The researchers compared the images with earthly faults to gauge what kinds of disturbances could have caused the changes they saw. They also looked at how much Martian dust was covering over the evidence, to estimate how long ago the disturbances happened.

Their conclusion? Powerful earthquakes have rattled Mars in recent geologic time, and may well be rumbling on Mars today.

The researchers acknowledged there could be other ways for boulders to loosen up and go tumbling on Mars. For example, ice or frozen soil could thaw along the rim of a crater, setting off an avalanche. Other researchers have said meteor strikes can cause avalanches as well. But Roberts and his colleagues saw a pattern in which the size and the number of dislodged boulders gradually decreased over a radius of 62 miles (100 kilometers), moving out from a central point on a fault line in Mars' Cerberus Fossae region. The biggest dislodged boulders were 65 feet (20 meters) wide.

"This is consistent with the hypothesis that boulders had been mobilized by ground-shaking, and that the severity of the ground-shaking decreased away from the epicenter of marsquakes," Roberts said in a news release from the American Geophysical Union, which publishes JGR-Planets.

An image from Mars Reconnaissance Orbiter's HiRISE camera shows an avalanche in progress in Mars' north polar region. Such avalanches could be caused by thawing ice, or meteor impacts, or marsquakes.

The fact that the trails left behind by the boulders have not yet been erased by Martian winds suggested to the researchers that the rumbling happened relatively recently, perhaps sometime in the past few million years. And the pattern of the disruption suggested that the seismic activity at Cerberus Fossae hit magnitude 7, which is comparable to the strength of the quake that hit Haiti in 2010.

"The magnitude 7 is based on comparison on the size of the ruptured piece of crust," Roberts told me in an email. "On Earth, a rupture of several hundred kilometers and 15-kilometer depth would be typical for, say, a California magnitude-7 earthquake. The energy release is proportional to the size of the rupture. ... Thus, on Mars the same energy would be released, but the weaker gravity would mean the effect of shaking would be more severe in terms of vertical motions of particles on the surface?? things would be thrown in the air more easily."

You might think that would be bad news for future Mars exploration. If you were an astronaut on Mars, a magnitude-7 quake is not the sort of thing you'd want to go through. If you're an astrobiologist, however, it might be very good news. Seismic activity could serve as a source of energy for microbes beneath the Martian surface. And as Zubrin suggests, seismic activity could be harnessed as an energy source for future settlements.

But is it for real? Right now, the evidence is based merely on image analysis rather than on-the-ground measurements. Roberts noted that the Mars Viking landers, which touched down on the Red Planet in 1976, had seismometers. They also had wind-speed sensors.

"The problem was that when the wind was strong ... the lander shook, setting off the seismometers," Roberts said. "The problem was the design, as it would have been better to have put the seismometers on the ground, as in the Apollo lunar instruments."

NASA has been considering a mission known as InSight (Interior Exploration using Seismic Investigations, Geodesy and Heat Transport) as one of three options for future funding as part of the space agency's Discovery Program. If InSight is selected, a spacecraft equipped with a seismometer, a heat-flow probe and other sensors would be sent to Mars in 2016.

NASA's Mars program is currently up in the air, but if InSight or something like it gets off the ground, we might find out how frequent and how powerful those marsquakes can get.

Radioactive contamination from the Fukushima power plant disaster has been detected as far as almost 400 miles off Japan in the Pacific Ocean, with water showing readings of up to 1,000 times more than prior levels, scientists reported Tuesday.

But those results for the substance cesium-137 are far below the levels that are generally considered harmful, either to marine animals or people who eat seafood, said Ken Buesseler of the Woods Hole Oceanographic Institution in Massachusetts.

He spoke Tuesday in Salt Lake City at the annual Ocean Sciences Meeting, attended by more than 4,000 researchers this week.

The results are for water samples taken in June, about three months after the power plant disaster, Buesseler said. In addition to thousands of water samples, researchers also sampled fish and plankton and found cesium-137 levels well below the legal health limit.

"We're not over the hump" yet in terms of radioactive contamination of the ocean because of continued leakage from the plant, Buesseler said in an interview before Tuesday's talk. He was chief scientist for the cruise that collected the data.

The ship sampled water from about 20 miles to about 400 miles off the coast east of the Fukushima plant. Concentrations of cesium-137 throughout that range were 10 to 1,000 times normal, but they were about one-tenth the levels generally considered harmful, Buesseler said.

Cesium-137 wasn't the only radioactive substance released from the plant, but it's of particular concern because of its long persistence in the environment. Its half-life is 30 years.

The highest readings last June were not always from locations closest to the Fukushima plant, Buesseler said. That's because swirling ocean currents formed concentrations of the material, he said.

Most of the cesium-137 detected during the voyage probably entered the ocean from water discharges, rather than atmospheric fallout, he added.

Hartmut Nies, of the International Atomic Energy Agency, said Buesseler's findings were not surprising, given the vastness of the ocean and its ability to absorb and dilute materials.

"This is what we predicted," Nies said after Buesseler presented his research.

Nies said the water's cesium-137 concentration has been so diluted that just 20 miles offshore, "if it was not seawater, you could drink it without any problems."

"This is good news," he said, adding that scientists expect levels to continue to decrease over time.

"We still don't have a full picture," Nies said, "but we can expect the situation will not become worse."

Owners of obese dogs that are successful in losing weight notice significant improvement in their dogs' health-related quality of life, a collaborative team of researchers has shown. The research was conducted by scientists from the University of Liverpool (UK), the Pain and Welfare Group at the University of Glasgow (UK), ROYAL CANIN and the WALTHAM Centre for Pet Nutrition - the science centre supporting Mars Petcare brands such as PEDIGREE and NUTRO.

The study involved fifty obese dogs, representing a mix of breeds and genders that had been referred to the ROYAL CANIN Weight Management Clinic based at the University of Liverpool. Owners were asked to complete a standardised questionnaire to determine the health-related quality of life of their dog prior to weight loss. Owners of the thirty dogs that successfully completed the weight loss programme and reached their target weight then completed a follow-up questionnaire. The completed questionnaire responses were converted into scores corresponding to a range of factors, including vitality, emotional disturbance and pain.

The results showed that quality of life improved in the dogs that successfully lost weight, as seen by their increased vitality scores and decreased scores for emotional disturbance and pain. The improvements in vitality score were greater the more body fat the dogs lost. The research also found that the dogs that failed to complete their weight loss programme had lower vitality and higher emotional disturbance scores than those successfully losing weight.

"Obesity is a risk for many dogs, affecting not only their health, but also their quality of life," said lead study author, Dr. Alexander German from the University of Liverpool. "This research indicates that, for obese dogs, weight loss can be important for staying both healthy and happy."

Owners of obese dogs that are successful in losing weight notice significant improvement in their dogs' health-related quality of life, a collaborative team of researchers has shown. The research was conducted by scientists from the University of Liverpool (UK), the Pain and Welfare Group at the University of Glasgow (UK), ROYAL CANIN and the WALTHAM Centre for Pet Nutrition - the science centre supporting Mars Petcare brands such as PEDIGREE and NUTRO.

The study involved fifty obese dogs, representing a mix of breeds and genders that had been referred to the ROYAL CANIN Weight Management Clinic based at the University of Liverpool. Owners were asked to complete a standardised questionnaire to determine the health-related quality of life of their dog prior to weight loss. Owners of the thirty dogs that successfully completed the weight loss programme and reached their target weight then completed a follow-up questionnaire. The completed questionnaire responses were converted into scores corresponding to a range of factors, including vitality, emotional disturbance and pain.

The results showed that quality of life improved in the dogs that successfully lost weight, as seen by their increased vitality scores and decreased scores for emotional disturbance and pain. The improvements in vitality score were greater the more body fat the dogs lost. The research also found that the dogs that failed to complete their weight loss programme had lower vitality and higher emotional disturbance scores than those successfully losing weight.

"Obesity is a risk for many dogs, affecting not only their health, but also their quality of life," said lead study author, Dr. Alexander German from the University of Liverpool. "This research indicates that, for obese dogs, weight loss can be important for staying both healthy and happy."
